Holidays are very important to Todd and Blair.  My guess is that these days were sad and lonely for them as children, Todd growing up in a home without love and Blair being parceled out to which ever home had a slot available for a foster child.

I think that Halloween was especially significant to them because as one Todd and Blair fan put it, "They were Monsters in Love".  It was probably the one holiday that didn't cause them to feel out of place.

There were two "Halloween" marriage proposals, one the night that Blair dressed up like Marilyn Monroe and Todd dressed like a vampire; the other proposal included Starr behaving like a very strict nun.
